Build the source library before drafting
Power-system papers often combine journal articles, conference papers, standards, technical reports, datasets, and software. Store the complete record for each source before relying on it in the draft. At minimum, verify the title, author order, publication, year, pages or article number, and DOI or stable identifier.
A search result is a lead, not evidence. Open the source and preserve the passage, figure, table, or method detail that supports the planned claim. This makes the later reference check a verification task instead of a reconstruction task.

- Identify standards by the exact standard number and cited edition or year.
- Record dataset versions and stable repository identifiers.
- Keep group authors intact for institutional reports and standards.
Insert numbered citations while the claim is visible
IEEE references are numbered by first appearance. Insert a structured citation when the supporting sentence is drafted rather than typing a bracket and rebuilding the source later. Reuse the same source record wherever the work is cited again.
When a paragraph compares methods or operating conditions, inspect the supporting passage for every citation. A correctly formatted number identifies a source, but it does not prove that the source supports the sentence.
- Keep every in-text number connected to one bibliography record.
- Renumber after moving or deleting cited passages.
- Use the exact source version examined for the claim.
- Check citations inside captions, tables, footnotes, and appendices.
Prepare Word or LaTeX from the same source records
Use the current IEEE template for the chosen writing environment. In Word, keep document structure in the template styles. In LaTeX, keep citation data in a .bib file and generate references through the selected bibliography workflow instead of editing the rendered list by hand.
A format change should not create a second bibliography. Word and LaTeX exports should be generated from the same verified source records so titles, author order, identifiers, and citation numbering remain consistent.

Run the final evidence and format checks
Complete the source check after the argument and figure order are stable. Read the paper from the beginning and verify that citation numbers follow first appearance, every bibliography entry is cited, and every important technical claim can be traced to the cited source or the manuscript's own result.
Then compare the exported manuscript with the current PES instructions. Check the rendered file rather than assuming that a successful export preserved every equation, table, figure, link, and reference.

- Figures and tables are cited in order and remain legible in the exported file.
- Equations and cross-references resolve after the final build.
